From Genesis to Revelation, God's will concerning healing is clearly revealed, and in order to know His will concerning healing, you must look to Christ who revealed His Father's will.
Jesus' entire life was a full revelation of God's will. He revealed His Father's heart, or His will, as He went about touching the lives of everyone He came in contact with.
In the Bible it says that when Christ came into the world, he said:
"Sacrifice and offering you did not desire, but a body you prepared for me; with burnt offerings and sin offerings you were not pleased. Then I said, 'Here I am--it is written about me in the scroll--I have come to do your will, O God'" ~ Hebrews 10:5-7 (NIV)
"...The Son can do nothing of himself, but what he seeth the Father do: for what things soever he doeth, these also doeth the Son likewise"
~ John 5:19
"I can of mine own self do nothing: as I hear, I judge; and my judgment is just; because I seek not mine own will, but the will of the Father which hath sent me" ~ John 5:30
Since Christ came to do the will of His Father, and He bore the stripes by which we were healed, then we have the will of God the Father!

Every action and every word Jesus spoke was a revelation and manifestation of the Father's will. Jesus spent more time healing the sick and casting out devils than anything else He did in His ministry. Although salvation and forgiveness of sin are the most important things He accomplished, there were more cases of Him healing the sick recorded in the Bible.
When Christ healed the multitudes, we see the Father's will revealed. When He, "laid hands on every one of them, and healed them" ~ Luke 4:40, He was revealing the will of God the Father here in this earth. He was revealing the love and compassion of God in eradicating the pain and suffering of the people bound by sickness and disease.
